Defense manufacturers that do not have a licensed entity in Bulgaria or the broader EU market may require a local representative to engage with government procurement authorities, respond to tenders, and manage the offer and negotiation process within the applicable regulatory framework.
Noble Group acts as a licensed EU-based representative for manufacturers whose products are within our scope of expertise. As a holder of all required Bulgarian defense trade licenses, we are authorized to present, offer, and negotiate on behalf of a manufacturer in the relevant market, and to manage the export process from Bulgaria where applicable.

Scope and Representation Terms
Representation arrangements are structured on a transaction-by-transaction or ongoing basis depending on the manufacturer's requirements and the market involved. All representation agreements are formalized in writing and define the scope of authority, geographic coverage, and applicable terms clearly.
Noble Group does not accept representation mandates for products that fall outside its licensing scope or that cannot be exported from Bulgaria under applicable regulatory requirements.
What Representation Involves
Defense manufacturer representation involves more than introducing a product to a potential buyer. In regulated markets, a manufacturer's representative must be a licensed entity in the jurisdiction, must be authorized under the applicable export license to present and negotiate the manufacturer's products, and must understand the procurement process well enough to support a formal offer and tender response.
Noble Group provides this function as a licensed Bulgarian defense trade company with full authorization under Bulgarian Ministry of Economy licensing and ITAR broker registration K-9199. We present manufacturer products to qualified buyers, prepare and submit offer documentation, manage the negotiation process, and coordinate the export transaction from initial acceptance through delivery.

Manufacturers represented by Noble Group gain access to these relationships directly, without the overhead of establishing their own licensed entity in each market.

How Representation Is Structured
Representation arrangements are structured based on the manufacturer's requirements and the specific market. Noble Group accepts both transaction-specific mandates — for a single tender or procurement opportunity — and ongoing representation agreements covering a defined territory or market segment.
All representation agreements are documented in writing, define the scope of authority clearly, and specify the applicable compliance obligations for both parties. Noble Group does not accept representation mandates for products that fall outside our licensing scope or that cannot be exported under applicable regulatory requirements.
