Coordinating Cross-Border Defense Transfers

Many defense transactions involve multiple regulatory jurisdictions: the country of origin, the country of destination, and any transit countries. Each jurisdiction may require specific licenses, notifications, or documentation, and the requirements of one jurisdiction can impose conditions on how the transaction is structured in others.

Noble Group manages this coordination as a primary service. Whether acting as the licensed exporter, the importing agent, or the transaction coordinator for a third-party arrangement, we identify all applicable requirements, prepare the necessary applications, and manage the authorization process through to completion.

Export License Management

Export license applications for defense articles from Bulgaria are submitted to the Bulgarian Ministry of Economy under the national export control framework implementing EU Common Position 2008/944/CFSP. Noble Group prepares the full application package, including commodity classification, end-user documentation, and any required technical descriptions.

For transactions involving U.S.-origin or ITAR-controlled items, separate applications are required with the U.S. Department of State DDTC. Noble Group manages this process in parallel with Bulgarian licensing requirements where both apply to a single transaction.

Import and Transit Coordination

Destination country import licensing requirements vary significantly by country, commodity, and end-user. Noble Group provides coordination support for import authorization processes, including liaison with in-country procurement authorities and provision of the documentation required to support import license applications.

Transit country requirements — particularly for air and sea freight routing — are assessed for every shipment to ensure that no applicable transit restrictions are triggered.

Relevant frameworks include: Bulgarian Law on Weapons, Ammunition, Explosives and Pyrotechnic Products; EU Council Common Position 2008/944/CFSP; ITAR (22 CFR Parts 120–130); EAR (15 CFR Parts 730–774); UN Security Council arms embargoes; and destination country import control requirements.
