What Defense Trade Brokering Involves

Defense trade brokering is the facilitation of a transaction between a seller and a buyer of defense articles where the broker is not the original manufacturer or the ultimate end-user. The broker identifies and connects parties, negotiates commercial terms, coordinates the regulatory and documentation requirements of the transaction, and manages the logistics and delivery process.

In practical terms, Noble Group's brokering role typically begins with a buyer's requirement or a seller's offer. We assess the feasibility of the transaction from a regulatory standpoint, identify the appropriate source or buyer, structure the commercial terms, and manage every subsequent step through to delivery confirmation.

Noble Group's Role in the Transaction

As the broker, Noble Group acts as the licensed intermediary between the manufacturing source or stockpile holder and the verified end-user. We do not take title to defense articles as a routine commercial matter; our function is to structure and facilitate the transfer under the applicable legal framework.

Our involvement covers: initial screening and feasibility assessment, source identification and offer preparation, commercial negotiation, export license application and management, logistics and freight coordination, customs documentation, and delivery verification. Clients receive full transaction documentation for every step of the process.

Regulatory Framework

Noble Group's brokering activities are authorized under Bulgarian commercial defense trade license #208070320, issued by the Bulgarian Ministry of Economy. All brokering of U.S.-origin or ITAR-controlled defense articles is conducted in accordance with 22 CFR Part 129, under ITAR broker registration K-9199.

EU Regulation 258/2012 and Council Common Position 2008/944/CFSP govern the export of military equipment from Bulgaria as an EU member state. All brokered transactions are assessed for compliance with applicable arms embargoes, UN Security Council sanctions, and bilateral restrictions between the export and import countries.

Eligible Clients

Noble Group accepts brokering mandates from verified government bodies, national armed forces, defense ministries, and licensed institutional intermediaries. All buyers must provide end-user documentation prior to any offer or commitment.
